Project Overview

Johnny Cake Ridge Road is a major collector located in the heart of the City of Apple Valley and Dakota County. The existing roadway configuration was a 4-lane roadway with no turn lanes, projected to carry 16,000 ADT by the year 2040. The corridor includes residential neighborhood access, a school, various businesses, and parks along its length. The city selected Stonebrooke to perform a corridor study from County Road 42 to McAndrews Road.

Following the corridor study, Stonebrooke completed a feasibility study, community engagement, preliminary and final design, as well as construction inspection and contract administration.

The final corridor configuration included narrowing the road from a 4-lane section to a 3-lane section. The design included full storm sewer reconstruction, watermain and sanitary sewer reconstruction, ADA improvements, and signal modifications.

Beyond Design

Trails were provided on both sides of Johnny Cake Ridge Road, including an extension of the Dakota County North Creek Greenway Trail system on the west side of the road. The city was granted funding from the Board of Water & Soil Resources (BWSR), Vermillion River Joint Powers Organization, and Dakota County to implement Best Management Practices (BMPs). The BMPs included a system of Vortech treatment structures, Cascade Separator treatment structures, infiltration basins, and filtration basins throughout the project. The use of these treatments minimized impacts to adjacent properties and maximized green space along the corridor, while also allowing for the construction of additional pedestrian amenities.
