This project featured Preliminary and Final Design of approximately two miles of new rural and urban two-lane and four-lane divided roadway with concrete surfacing, including a bridge over the BNSF Railroad. The design links SW 18th Street and existing Highway 14 on the west side of Owatonna. This project was needed to provide system linkage between the MnDOT alignment of Highway 14 (New Highway 14) and Steele County Road 2 (old Highway 14).
